The thing is you have to teach your users changing their passwords only using a Mac and only then in the system preferences / users part. When you access a website, email account, network server, or other password-protected item, you may be given the option to remember or save the password. If you choose to save the password, it’s saved in your keychain so you don’t have to remember or type your password every time.
Because Keychain Access securely stores and retrieves your user names, passwords, and other information, you can make individual passwords more complex and difficult to break. This can make your individual accounts more secure.
Important: To ensure that passwords and other data stored in your keychain are secure, make sure to set up a login password for your computer. See Change the login password.

You can also use Keychain Access to manage certificates, which are issued by trusted organizations to validate websites, digital documents, and other web-based materials.
Keychain Access works in collaboration with iCloud keychain, which lets you share keychains with your other devices. To create and manage your iCloud keychain, sign in to iCloud with your Apple ID. See the Apple Support article Set up iCloud Keychain.
After you or your Mac administrator resets the password of your macOS user account, your Mac might ask you to update your keychain password or enter the password of your login keychain. If you know your old password, use that password to update your existing login keychain:

- Open the Keychain Access app, which is in the the Utilities folder of your Applications folder.
- From the list of keychains on the left side of the window, select 'login.'
- From the Edit menu in the menu bar, choose “Change Password for Keychain 'login.'”
- Enter the old password of your user account in the Current Password field. This is the password you were using before the password was reset.
- Enter the new password of your user account in the New Password field. This is the password you're now using to log in to your Mac. Enter the same password in the Verify field.
- Click OK when done, then quit Keychain Access.
